Deal Instructions:
  1. Open the PayPal app on your phone (or go to the PayPal website if you're using a browser)
  2. Navigate to the PayPal Rewards section
  3. Look for the offer that says "20% cash back on pay later purchases with PayPal through 12/8"
  4. Once you find it, there should be a "Save offer" button. Tap or click that to activate the offer.
  5. After saving it, make sure you use PayPal Pay Later at checkout (choose "Pay Later" when you pay) to be eligible.

Avoid Aliexpress via Paypal. All, yes ALL, transactions are being processed by Paypal as cash advance! Resulting in Credit Card Issuer inflicting a cash advance transaction fee + accrual of daily interest as high as 28% APR! No way to resolve and all three companies (CC, AE & Paypal) will circle jerk the finger pointing of who is responsible with no solution. Reddit is exploding with many customers getting hit with these fees in the tune of 10's and even 100's of dollars. Avoid!!!

Remove your PayPal account from eBay payment first. Now after making a purchase, it will redirect you to PayPal, pick 'pay in 4' from there.

There's a $1500 Pay in 4 limit mentioned in the terms. The 20% rewards offer is limited to $1250 purchase worth of points (250 points) PER purchase.

PayPal's AI chat said it can take 72 hours for the pending payment to clear if it wasn't completed (i.e. canceled in my case). Someone at PayPal had removed one immediately for me a few days ago, so I'll see if I can get them to do that.

Also it says "cash back", but can you really get cash or it's just points that must be spent on something else?

i agree with you that the maximum points that any Eligible Participant could earn is not 25,000. if you log into your paypal and see the reward offer, it states that that the 20% cash back offer is "Now through 12/8. From 12/9 - 12/31 offer updates to 5% cash back. 20% from period one and then reverts to 5% afterwards. Below that the more need-to-knows states that "Get 20% on up to max $1,250 spend per transaction. Up to 1.5B points available." I assume this cap limit on purchase amount is a method that they utilize so they could make this offer to more individuals. if people were able to find a high price purchase item that can utilize this offer, the 1.5B points will be depleted faster with less participants.

Now to the offer terms.

Eligible Participant just informs you of the users criteria. residing state, age, good status PP account, and if offer was available.

Offer Period and Special Offer Period. wording is the same for this 2 except the duration period. NOTE THE FOLLOWING: Both states when the maximum number of PayPal Rewards Points available which means the 1.5B is a pool amount between both periods.

How It Works. Although there is a separate section for Special Offer Period, I believe the other detail of the offer still applies to it. It is just a notice to inform that the cash back rate and cap limit on purchase amount is different. Since period one cap limit on purchase transaction is 20% of $1,250 for $250, they also want to inform you that to get $250 rewards at 5% is $5,000 (assume they think you are bad at math).

"Eligible Participant must save the Offer through the Invitation once and then successfully complete one (1) or more Eligible Purchases during the Offer Period." - this statement does not necessary indicate they will add up the multiple transactions up to 25,000 Points max only but only you can make multiple purchases.

Eligible Purchases: indicates the eligible types of payments, that it was purchase during the duration, and what is excludable

"For each Eligible Purchase, each Eligible Participant will receive a maximum of 25000 Points, which can be redeemed for $250 cash or other options (the "Reward") per Eligible Purchase." - so each individual that lives in the states, as of age, and have this offer available on PP can get up to 25,000 points (or $250 cash) for each purchase that is paid with the method describe within the 2 periods and not anything listed being excluded.

So from that, i interpret that you can get 20% cash back not exceeding $1,250 for each transaction in the first period and 5% cash back not exceeding $5,000 for each transaction in the second period
