YMMV.
1. Using the Samsung app, add the monitor to your cart. It'll pop up as ~1350.
2. Open a desktop browser. Go to the samsung site in incognito mode. Go to the monitors section. Scroll around and hover your mouse towards closing the browser. A box will pop up to save 10% for signing up for text alerts. Sign up. It will send you a 10% coupon.
3. Using the live chat, select "help me before I buy" and chat with a rep. Optionally you may call Samsung and speak with sales. Ask for a 5% discount. They will make a new cart for you. This the YMMV part, but keep trying with different reps and new incognito browsers (exit all incognitos before opening a new one).
4. Apply your 10% coupon to the cart. Add the 2 year Samsung + warranty for $1. It should ring up as $1154.24

After the PayPal 20% pay 4 Promo, I ended up at $889 before tax. It's not the $700 OP ended up at on his other thread ("First Responder/EPP Samsung 57 Inch Odyssey Neo G9 + Free 24" Essential Monitor S3 - $1000 or LESS $1000.38"), but I did get the new EPP bonus 24" monitor ($120 coming soon from an unsuspecting Ebayer) and the VIP Advantage points (to put towards my next phone or TV slickdeal).
Problem I had was getting the last 10% out of Code 25SOPNOV10. After several different chats with Sammy, they wouldn't give it to me and kept pointing me at ID.me to confirm my first responder credentials. Multiple different browser attempts failed to apply it as it's a promo only for them. All I can say about that is "thank you for your service," you earned it. The EPP discount applied using Perkspot as you suggested (you have register with them, setup a browser extension, search for Samsung, and then click thru the re-directed to the Sammy site thru Perkspot for the FPP promo to hit. It turns out I'm a LegalShield member anyhow so there is that....
When I got to the cart the EPP cost started at just over $1300. Applying the two other codes dropped it to the $1,111. BTW, don't fall for the click here for an immediate $50 bonus on the product page. That actually adds $50 to the total invoice amount instead of subtracting it! During my chats with Sammy, they didn't want to set it up to credit the $50 against the price either, complaining that I was double dipping, I even sent them a screen shot of a cart without EPP or any other discount showing it adding to the total. They still refused to setup a correct cart for me. That's pretty slimy IMHO.
Also, the second free monitor promo didn't automatically pull up with when selecting the 57", so I had to add that to the cart manually. The EPP credentials made costing pull it up for free.
Also note that after 11/26 the PayPal 20% pay 4 promo was restricted from unlimited purchase to only one purchase. Bummer there, this was my one purchase so the score was still good.. And the select 2 year Samsung warranty for $1 also couldn't be found.

Good job. Looks like the only other discounts that could have been applied were the extra 10% off when you sign up for Samsung SMS and possibly the extra $50 off using Samsung Shop app.
Overall, I'm thankful for the community. A $2,300 retail monitor on sale for $1500 is on the way to me for under $889 plus tax with a freebie 24" monitor to boot.

Cuz I was only able to get the SMS 10% applied in addition to a 5% and my pre-tax is actually a little lower than what your screenshot is showing. I also made use of the 20% PayPal like you so was about $871 before tax.
I think sometimes the codes say they get applied but in fact they don't further reduce the cart price. It's a very weird and frustrating discount system. You should double check your breakdowns.
Maybe you got the full 5% off? Agreed on double checking the breakdowns. having the $50 bonus added to my total instead of it being subtracted with Sammy saying tough luck was particularly frustrating.
