PowerColor's RX 9070 XT Reaper looks like a strong compact Radeon card for small ITX and mATX builds, with enough performance to feel like a clear upgrade from older cards while staying quiet and power efficient. The smaller footprint fits tight cases and 2 slot limits, and the card is described as running well even in very small builds. PowerColor's warranty and customer service also stand out versus ASRock. The main tradeoff is that the shorter Reaper will not cool or stay as quiet as a full size card, so larger cases may favor bigger alternatives. A solid fit when space matters most.

The other deciding factor to pull the trigger now is that RAM prices are skyrocketing and AMD and Nvidia have both stated they'll have to raise prices again soon. So, if you're in the market now but on the fence, you might consider jumping on this or another deal soon, especially if the place you buy from will refund you the difference if the price drops in the near term.

I second this. The ASRock is a full-size card, whereas this one is better suited for smaller ITX and mATX builds. I went with the ASRock myself and have no complaints.
PowerColor Reaper is the objectively better card in every meaningful way — cooler, quieter, faster in long sessions, and more reliable over years of use.
The ASRock Challenger only wins if you have a very small case (sub-270 mm GPU limit) or you specifically want the tiny bit of RGB lighting. In every other scenario, take the Reaper and don't look back.

Ended up selling my 3080 for $300 locally, so for ~$300 in an upgrade for me. 😀
