Gotta keep going in/out of the store and just tabbing between colors while on phone (or agent switcher?) and it pops up eventually. Took me 5 minutes of doing that. Kept showing $950, then dropped it to $850, then last minute, it offered $750.
I think it's algo-based. They're trying to haggle with your persistence. You don't want $950? Fine, let's drop it to $850. C'mon, you know you want it. Oh, you're still staring at it? $750, final deal. Only works for Titanium Grey of course.
Edit: To be clear the step I found confusing was step 4: Search for "Samsung" in Shop Now (Stores). After saving the offer a "Shop Now" button appears that lists a bunch of stores, but Samsung didn't appear in that list. I ordered on the Samsung Shop app anyway and it worked. I still recommend using the Paypal app > Offers tab (bottom right) > search "Samsung" to get 3% extra cashback if it's available to you.
"The payment method you added can't be used with this plan. Choose or add a way to pay" with both a Capitol One and Chase Visa.
Was finally able to get a Bank of America Visa to work, got hung on processing before now kicking me back to cart and now the Pay in 4 option is no longer available. Wtfffffffffffffffffff

It's disappointing that Samsung engages in targeted pricing for different customers. A lawsuit feels inevitable at this point. These companies aren't being penalized bad enough to stop this kind of discriminatory practice
