The Tapo is a bit bulkier, as the solar panel is separate from the camera, which can be both a positive or a negative:
The Tapo's panel is bigger, which should mean it generates more power (but I live in AZ, where it's always sunny, and neither has ever had power issues). The Eufy is very compact, and can easily be placed anywhere, as long as there is sunlight, while the Tapo takes up more space - but you can also put the camera itself somewhere without sunlight, as long as you mount the panel somewhere that does have it, and run the wire to it.
In terms of image quality, the Eufy definitely wins out - just clearer picture overall, including at night.
I have the Eufy cams set up at my folks' place, together with the Homebase, which let's it run fully local, so none of their footage goes to the cloud, which is a big benefit in my mind - but that's only if you also get the Homebase.
I have the 2K Tapo at my place, but I don't use their cloud service, and instead have all my cams linked to my home automation server.

I don't use the Eufy cams for myself (I have a bunch of PoE Reolink cams hooked to a local server at my place), but they are great for my folks, and help give them (and me) peace of mind - especially since they are out of the country half the year. And since they still had some blind spots left...
I would actually give them a 3 out of 5. Not super reliable, when memory is full on the camera it will not auto delete old stuff. Connection issues every so often. Recordings sometimes jumpy. But gets the job somewhat done. I own 4 of these and running currently 2.
From what I've heard from other users, they definitely have the ability to use rolling onboard storage when not using a Homebase (delete oldest when full, unless flagged); maybe there's a toggle to force-keep?
