Worked for me! Activated the offer in CashApp, took me to Target, saw the following screen, checked out and never saw the 20% during checkout, but went to my Cashapp activity and the 20% was taken off my purchase.

A lot of hassle.
1. You need to first apply for their debit card to get the offer added to your account. You have to enter your SSN or ITIN. They said they would not check your credit but who knows.
2. You cannot use Target app and must check out on Target.com.
3. You must first add $100 + tax to your $app by transferring from you bank account. So cannot use credit card for cash back.
4. You need to scan a QR to pay in the app. After paying, you get $20 in account.

It is about just $10-$15 savings considering you don't get CC cashback or pay with GCs that you get with 10% off, as well as tax charged on the $20.

I was in doubt too, but did not how to add the offer to my account for sure. Then I saw another person on this thread who applied for it. So, I wanted to be safe.
