I assume he means the 1st part and just doesn't know better. I think a 5070 with a decent CPU can hit 240 fps on most games pretty easily, as long as they're not a super demanding high fidelity game. I have a 7900XTX and can easily hit a steady 240 fps on COD with pretty high graphics setting and minimal upscaling for example

It is a very naive take to assume refresh rate should equal your fps, you will still benefit from a higher refresh rate, even if your GPU never can hit the fps with the games/settings you play at

That being said, I've seen a very similar model (maybe same) model at Sams club for this price, I don't really care to look into it am hoping for this to be closer to $600 before I bite
Edit: JK that is the MSI & 144Hz, $750 regular price
