The assumption is that you saved the offer in your account prior to purchase
It took me a little digging in the account to find the pending. There is a menu option across the top of the screen called Activity (desk top PC version)
Click on that and scroll down to completed and your pending points should be there. May not be instantaneous, but under an hour or so. If not there, check if your order has a confirmation from Samsung
I did a second order with a referral promo but PP won't accept my 2nd order. I have to apply for the PP Mastercard so they gave me $50 + 3%.

On that page you can scan a QR code that takes you to the PayPal app. Before you scan that, delete the app from your phone. Then scan the QR and reinstall the app.
That's about all I can offer on that. Not sure if it will get you anywhere but worth a shot.
However I was offered the pay in 4 from various web sites and I did receive the points after purchases.
