There is a lot of talk about Pay in 4. Pay Later Pay monthly also gets you the 20% CB if you have saved the offer. 26% interest, but only if you actually carry the debt to term. You can pay it of early and avoid interest

Edit - I've never used this code before, I even created a brand new account with my alias and it still didn't work. If you have a strategy to make it work, I'd love to know.

Log in to your Paypal account and click on rewards. Then browse your featured offers. Select the "save offer" in the box that has the Pay Later offer. Not every account will have the Pay Later offer. Without that offer there is no 20% cash back
If your account had the offer and you are using PayPal to check out of a merchant or vendor that offers the Pay Later option, you must choose that option to qualify for the cash back. Do this by choosing PayPal in the payment area of the check out followed by selecting Pay Later from the PayPal payment window.
There are two options for Pay Later. "Pay in 4" and "Pay Monthly". Not all accounts are offered Pay in 4. The Pay Monthly option is a loan that has a rather high interest rate, but can be paid off early, thereby avoiding interest. This option may also trigger a credit inquiry
If it is offered when you check out, it is available. I used it at Samsung and also at a cigar shop and both are pending.
The rules are not well written. It most likely (IMO) has a cap of $250 per Paypal account. This would be over multiple transactions. You can read the offer and try for yourself to determine if the cap is $250
I did read a post where a buyer purchased more than $1250 in two transactions with the 20% and the total cash back pending was only $250.
The original offer is for 5% up to $5000 purchased = $250
The "special offer period" of 20% is for up to $1250 purchased which also = $250 cash back

I logged in my PayPal account, visited in Reward section - only could find two rewards which are related if I refer someone.
Also visited PayPal account home page -> Explore options : different offers with different discounts mentioned but no listing for Samsung.
Now, visited directly Samsung Checkout page and selected the PayPal option. It shows me two sections:
First: "Pay With" - option#1 My credit card listed there
Option#2 Pay with PayPal credit card (I don't have any)
Second Section:
"Pay Later" with only one option "Pay in 4"
