Apples and oranges. Very different watches that will appeal to different people for different reasons.

If you like the look of the seiko, a more sporty look with these extra timekeeping features, buy the seiko. If you think your watch might get a little beat up and you want the robustness of the quartz movement, get the seiko. If you want a watch that pairs with lots of outfits and feels more casual, get the seiko.

If you only care about the time, like the look of that sunset dial, want something that can be maintained for decades (mechanical movements get fixed, quartz gets the movement replaced), and isn't something you're going to beat up too bad wearing and don't mind the mechanical movement, go with the Citizen.

FWIW, if I had to choose, I'll choose the automatic. The sports watch looks are cool, but I don't use any of these other features and generally keep my watches pretty simple. I don't own the citizen you linked to, but I own the same one with the blue dial and light green indicator numbers and absolutely love it with a 3rd party strap on it. I do not own this seiko, but I do own similarly styled sports watches from Timex and Casio and prefer to spend money on a nicer automatic. I really like the citizen, the pictures don't do justice how nice those dials are.
