It seems so... the handful of, "is it worth playing now?" videos generally present a better game. Particularly, forced stealth is no longer present, bugs have been cleaned up, and little gameplay issues have been reworked. The gameplay loop is still very Ubisoft-open-world style, so if you don't like their other games like the Assassin's Creed and Far Cry series, you'll probably still dislike this.

Some Targets have this on clearance for less than $9 right now. YMMV. It's also like a special edition with a little added DLC or something.

I played on PC and it seemed just fine, I didnt have any issues at all.

Picked this up the last time it was posted. They absolutely nailed the vibes and atmosphere with this one. Good enough gameplay with tight enough worlds to keep you going. A solid 8/10.
