I got Street Fighter 5 with PS+ a while back, but most characters were locked. Really frustrating experience.

Unfortunately, back then those versions dropped quickly in price (for a complete edition) whereas now you're stuck with digital pricing on DLC to get those characters.
The DOA games have something like thousands of dollars in DLC Costumes.. I must've dropped about $200 so far on Guilty Gear Strive base game + characters and stages, same issues with Tekken and other fighter releases.
