It's entirely location dependent, even in the same city rates can vary widely. I found a DC fast charger in San Francisco that charges $0.54 per kilowatt hour off peak, which is decently competitive for the area and for DC fast charging which will always be more expensive than home charging.

In the EVGO app, set the search filter to include ChargePoint.

Select the charger you want to use and there should be an activate button. Click on it.

Not all chargers are available but most I have tried worked.
