Amazon typically posts a link to open box/return sales on www.amazonwarehouse.com or www.amazon.com/resale. You'll notice that the Amazon Resale landing page is also a node. That's simply how Amazon categorizes things internally. This link contains a node that corresponds to the sale, and if they run several smaller sales at the same time, they'll use similarly numbered nodes.

This time, the link for the 30% sale used the node 213837807011. It was easy enough to work backward. 10% was 3011, 15% was 4011, 20% was 5011, and 25% was theoretically 6011 (though it was never activated). All of those nodes have been deactivated.

phoinix noticed that discounts were showing up on node 6011 and assumed it had been activated. However, that's not what's actually happening. Instead, there are five new nodes, each with its own items. The new nodes also contain items not found in node 6011. It's a coincidence that all the items in node 6011 are also in the new nodes.

The problem is that we don't have access to those nodes. The current link on the Amazon Resale page is wrong. It contains a bad keyword and the currently inactive node from earlier (7011). I believe you could retrieve all of the nodes for an item with an appropriate API call, but I don't have that access, and I don't know anyone who does. Because of how Amazon handles things, you can view the promotion but not the items. It also doesn't expose the nodes associated with the promotion or the item.

In short, we're stuck. We know that over 1,000 items have a 30% discount and can be listed and searched, but we lack the required node value to do this.
Here's what I do during these deals. First I pinpoint the items I'm looking for... for example today I was looking for an air fryer. Then I go to www.amazon.com/resale and I search, very simply... "air fryer." Then I look at all the available listings and eventually find one with the discount that I'm willing to try out. Once it's delivered, if it's not as decribed or defective I can always return within 30 days. In my experience 90% of Amazon Resale items are as described.

Has anyone had an issue with purchasing something and it being stuck with a status of "Order Received"?

I snagged one of the used - like new iPads back on Tuesday and it hasn't updated it all

That's right, I almost forgot it was 35% last year! The 30+% "deals" this year were just super cherry picked to even call it a normal resale deal. And even then, these still doesn't beat the awesome 40% off that was a yearly thing to look forward too. Sigh.
This year is the first I remember in a while the discounts were actually on popular current items and not a bunch of random junk. During the 40% years I don't remember buying much, if anything. I've spent thousands on resale deals this year and gotten some good stuff luckily as described.

How do you use this information to search exclusively for the items that have the additional discounts?

Right now the only items I see with extra discounts are 15%; but this requires manually going to every item and searching the available items (it shows 15% on this screen, or at the checkout) however when it was 30%, I didn't see that on the actual item page when you select the condition, only at checkout

You can specify which nodes to list and search. The problem is that we don't have the current nodes. Instead, we have an older node (6011) that has items from the five current nodes. However, this older node only has 1,000 items, while the current nodes appear to have over 5,000 items combined. At the moment, over 4,000 items can't be searched.

Just picked up a Like New Bissell Little Green Multi-purpose for $45. I think that's a decent deal.
