guess you couldn't read between the lines: you are wrong about the throttle since there's nuance based on state and throttle cap. My question was rhetorical.

Just read your state's statute. You clearly haven't.

There's a reason why heybike doesn't state which Class these bikes are—they don't qualify under the classification system. You aren't likely a person who cares about such things. Heybike doesn't, either. That's probably why the quality isn't very good, eh?

This stuff is simple. It's not rocket science.
