The only ways I've ever gotten Steam gift cards on sale was a few years back when Target had them buy one, get one 15% off I believe? It became 20% off for the BOGO with Red Card. What stunk about that was it was in-store only, and many stores had none in stock. None in my city had them, and I only could do it because I happened to be traveling across the country that year to a city that did have them. Stocked up for the initial Steam Deck launch.
Aside from that, before GameStop discontinued allowing you to use your monthly $5 on gift cards, I would buy $10 Steam gift cards for $5 with my monthly coupon via the pro membership. But even that took a few months to make up for the membership cost before you came out ahead. Even so, they ended that years ago.
