I have a HP 255 G10 and it does not have charging through the usb-c, it only charges with the power brick.
It looks the same as the one in the picture, same specs with no touch screen. You can find deals on these on ebay with 32gb ram and 1tb nvme for lower price

Only has 8GB of RAM - that's certainly not better. Question then is how hard is it to upgrade to a usable amount, and is it worth the cost of ram?

Staples $400 has bigger screen (16 vs 15.6, 16:10 vs 16:9), better CPU (11% faster), USB-C power, USB-C DP (connect to monitor).
The same RAM and SSD size.

Staples $400 has no touch screen but that's a PLUS for me. I never want to touch my laptop screen.
