Yes, it charges the headset during use if you connect a charging cable to the inline box. An ordinary long cable won't power the device beyond the trickle from the PC port, so your battery will drain.

USB-PD will increase the maximum power for charging, provided that the USB-C cable supports it. Also make sure the port and cable are at least USB 3.0 compliant to support the required data rate for play.
