What's the story with the Chase Pay over time deal? If I pay it off monthly, I'm assuming there's no charge?

There's a monthly fee which they disclose upfront if you do the chase pay over time. If you do the Amazon Prime card payment plan, there's no monthly fee but you don't get the points for the purchase.
