Of course it's possible to make it a NAS, but why would you want a full size PC as a file server? I would think anyone with very niche needs requiring that wouldn't ask that question. This also does not have a lot of hard drive space and you'll need to buy spinning drives for any reasonable amount of storage potential.
If you want a NAS, go buy an out of the box one for $200-500 or a miniPC for even less. Side benefit is saving money over time on power to boot
