the 38800mAh has a score of 5.0 from 43 ratings whereas the other one only gets 4.6 - so it's probably the best one ...

Looks like the same garbage orange ones that have been a rash here. Don't charge in the sun, and mine's (orange style) lights stay on all the time. Yes, you charge it and the lights are on constantly. Still works for some charge but lights stay on.
