You can get 2m USB 4 or tb cables with 240w power delivery for this price or cheaper anytime and with the full transfer rate too (40-80gbps). This only has half the lanes at 20gbps.
Most docks required a 40Gbps cable to work or simply bypass to downstream.

That's not even a sale price.
The reason this cable is over the 4.9ft limit for certification is the lower data rate since going over that requires active vs passive signaling.
