Nike Pegasus 41 is coming through as a solid daily trainer and walking shoe, with comfortable cushioning, decent all day wear, and a price that lands well below typical Nike pricing. The pair is also being used successfully for treadmill walking and wide-ish feet, and the colorway is more lavender than the stock photos suggest. Fit runs a little snug for some, the fabric feels thick, and wet traction is reported as poor, so it suits dry, everyday use better than slick conditions.
Daily runners wanting a dependable trainer, because it stays decent or better across generations and works well for non-race mileage.
Treadmill walkers wanting a comfortable walking shoe, because it is described as great for walking and used for treadmill walking.
People who spend long shifts on their feet, because the shoe feels fine for wide-ish feet during a full day of teaching.
Shoppers replacing an older neutral Nike trainer, because it is described as an equivalent replacement for the Infinity Run.
Buyers who need a roomy fit, because the shoe can feel narrow or a little tight.
Shoppers expecting the pictured colorway, because the shoe can arrive looking much more lavender than the photos suggest.
Runners who need reliable wet grip, because the outsole can have terrible traction on wet surfaces.
Marathon trainees wanting a race-day shoe, because it may not be suited to marathon running.

Did some research and I could deduce that Paypal does that if there is some info mismatch and they do it to reduce risk of fraudulent transactions. I may be wrong.
Haven't seen this happen at other merchants using paypal so, some thing has to do with footlocker<-> Paypal.
