You'll have to add a new line (if an existing customer of AT&T or Verizon) or become a new customer of AT&T or Verizon.
The cheapest line for AT&T is $60/month 4 GB plan or $60.99/mo unlimited value plus plan. These prices are without the AutoPay discount. You'll be able to get $10/mo autopay discount with a bank account.
You may be able to Upgrade your device with your existing account. But I am not sure. I have never tried that.
As of this post, only Blue color is available.
Earlier in the day, the natural color was also available. I did place an order for Natural color.
You can typically pay off the 36 installments sometime after the activation without penalty. Walmart had a similar deal for Iphone 15 plus recently.
AT&T phone unlocks after 60 days of Service.
I believe for Verizon you can activate the phone once you receive it. Pay off it off in store with in 3 days and cancel the line. It will be unlocked in 60 days.

FYI, the price is in fact the same for all 15, 15 Plus, 15 Pro, 15 Pro Max in any memory or color configuration if you can find any stock at your local store. Of course, 2 years after it came out (and 2 Black Fridays of deals since) most leftovers will be plain regular 15s, but YMMV
