FYR, I have the same unit sold under different brand but built by the same company.
Not sure this issue is only for CA spec if there is any other spec.
The issue is... H and L adjustment screws of the carburetor are hidden.
The L adjustment screw is hidden in the well-known place, but you need the very special driver (Acircle type).
The H adjustment screw is hidden in one of the well-known places, but it's blocked with a metal ball (My guess... cuz a risk of destroying to pull the ball out)
