I have one thats fabric with a plastic that clips on/off. Pretty sure the fabric is plastic too but you get my point.b

I think you're talking about a "shower curtain". This is a shower curtain "liner". You be you but most use a liner or both, but not just a fabric curtain.

Pre-soak it in a diluted bleach solution (time depends on how much mildew is present). Note this will also affect the color of your curtain. Not so much of a problem for a light-colored shower liner.
