It seems this would have been a price cap by Apple and that could be reason for them to add a GC instead of lowering the price

Just chatted with the rep and received a $25 refund. I hope this doesn't impact the overall PayPal 20% cash back (I understand some of it may be reduced, but I don't want it to be completely forfeited). And FYI, the Best Buy rep isn't willing to offer a gift card or a discount on a new purchase.

Update - I got refund and also redeem the PayPal cash back , all good
