I dont see why not. I see home builders/landscapers planting these all year round. It just takes a little while longer for the auger to dig up frozen ground during the winter time. Though they usually replace the dirt with some type of bagged soil. Some type of tree starter soil maybe?

Reviews are not good.

"So I figured I was getting a young plant fur the price. No surprise there. But receiving a box with a tiny planter that had been jumbled around with a twig no larger than a chopstick half in n out of whatever little dirt was left in the pot. Whatta joke. Do not buy this "sting" tree unless it's from your local nursery. It's wayyyyy to tiny and delicate to survive shipping."

I've bought more delicate plants from this nursery via shipping. They ship these 2 gals with a bag tied around the pot so it can't spill. I've bought three different shrubs, they all showed up looking just fine. Damage in shipping is possible of course, but Amazon will cover you.

Also, you might get lucky and find this for $17 in-store. But this is not a regular price for Proven Winners 2 gallon shrubs of any kind, they're usually more.

I bought a blue chiffon from these guys on a recent deal. I'll post a picture if it let's me. The thing came with literally 1 leaf on it. Beware, time will tell if it actually survives. I wouldn't risk again from pw.
