I had this same question. At the final stage of checkout on Xbox.com I clicked the Microsoft logo in the upper left corner and then the cart and everything was there but with the microsoft.com url. I can confirm the 20% points show pending in my Paypal Rewards.

Looks like you can buy XBox Series X or Surface Laptops / items.. and checkout with paypal.

For example you can get the Xbox Series X – 2TB Galaxy Black Special Edition for 800 + 160$ paypal 20% CB so total cost would be $640.

I tried adding items like a Surface Laptop and an Xbox gift card to my cart, but I don't see PayPal as a payment option — only credit cards are available.

Maybe try "Choose a different way to pay" under the first few choices. Mine is defaulting to paypal but that's probably because that is what I used a few years ago when I bought a xbox.
It's also possible it's the gift card that's messing it up.

A macbook air is the best overall value general use laptop on the market and it's not even close.
