A roommette's final ticket price has two fees: the "roomette fee" and the "per-passenger fee". Imagine the roomette fee is $700 and the per-passenger fee is $100, so the total final single-passenger roomette price will be $800 (because $700+$100). With two passengers sharing the same roomette, you have the same one room fee plus two per-passenger fees, so it would be $900 total (because $700+$100+100). If you used this BOGO coupon on this imaginary scenario, you would not pay the second $100 per-passenger fee, so the final price with the coupon for a two-passenger roommette is $800, not $900.
In other words, the roomette fee never gets discounted (which is nearly the entire final ticket price is basically the room fee).
