Is it required or can I just rinse the electric shaver with water? I got my Father-in-law a Braun Series 9 Pro+ for Christmas and finished wrapping it up this weekend. Do I need to go buy these cartridges as well?

That's hard to say because each user makes their own decision on how to maintain their shavers. I believe the Braun Series 9 Pro+ is waterproof so you can definitely rinse it. But the manufacturer obviously recommends that users buy into their cleaning and lubrication system.
I guess it depends on if you think your father-in-law is the type to follow manufacturer recommendations and actually appreciate that you bought him extra cartridges.
Others can weigh in, but each cartridge should last about 1-2 months, depending on how frequently users clean their shavers.
