Close to complete protein is soy or oats.
Usually plant based proteins have either low lysine or methionine.
Lysine is the first limiting amino acid in peanuts

Shouldn't the wording be "plant protein added"? Peanuts are a legume, which is a plant, so the protein from peanuts alone is "blended with plant protein". The ingredients state it has pea protein in it, so "plant protein added" is a better statement.

Pea protein is all the rage right now. Pea protein has a better consistency and is more digestible than bean-based proteins, which is why you're seeing it in so many "vegan" or "vegetarian" products.
