I randomly tried a few items online. It seems to work on regular-priced items. But for a couple of sale items I tried, it said 'not meet promotional requirements'. You can test some regular priced items online after logging into your account to find out if you are eligible. The coupon is displayed under 'Order Summary -> My Offers' section above the button 'Start Secure Checkout'.
To use it in store, you just need to show your membership bar code - which will display if you log into your account to lowes.com on your phone, in case you don't have Lowes app installed like me.
