It looks like a bunch of Crescent stuff is on sale at Home Depot. These are only available at a couple places online for $20+ so this is a good deal.

From their website's Q&A section: "What can this plier cut?
It has a cutting capacity of up to 0.43" in size and can cut copper, aluminum, and communication cable."

For harder materials and a less-clean cut, their small bolt cutters are currently $12:

This is for cutting copper and aluminum cable. Bicycles use steel cables which will likely wear out this tool faster.
