Recommendations for true beginners - no experience in any racquet sport/paddle sport -I'd start off with a 2 or 4 pack for <$12 a paddle with balls and a bag. A set of 2 or 4 allows you to show up at the courts with friends, share with friends, host a game/learn a game. If you advance, leave the cheap set in the car for family, spontaneous game, loaner, beater paddle.

If you have some experience with racquet sports - Id go with a ~$20 gen 1 paddle or <$50 gen 2.
Search Warping Point in the deals to see what you can get for $20-50. They are a generic, non-big brand, 2 day amazon shipping paddle brand. "good enough for what you pay" and better than the cheap starter stuff.
