FYI, even though these say they are waterproof, they definitely are not. I bought one for my fishing bag to melt leader ends for FG knots and it got a bit of water exposure and died instantly.

Any electric lighter can light anything that comes in contact with the electric arc it makes.
Essentially it is like being struck by a micro lightning. The reach is smaller than a flame.

If candles and incense sticks are your only requirement look at goose neck ones. Tons of them available.

In order to keep the rechargeable lithium battery in best condition, I assume need to keep it charge around 40% to 70%? And keep it 100% charge all the time will reduce the lithium battery life?

I had one and the Arc was on the top for easy access. Not sure how to light with this design unless for cigaretts.

I used my for incense sticks. Work well. For candles, you can take the lighter from the case to light candles.

They can but I would advise looking for the electric lighters with the long bendable metal neck for this purpose so you can more easily light it.
