This Ultra 9, albeit one generation older, should still be better than the Ultra 5 linked in the HP. Not questioning the HP is an overall better deal with RAM (1x32gb), SSD and Windows OS.

While its overpriced for most people, and it won't be performance focused but more on reliability. I bought one of these for $500 and mounted behind our TV in the office to set it up as our primary video conferencing device. Even though that also had a decent processor, it was not fast probably due to lack of strong GPU.
I got it from newegg, it still running without a single issue or any hardware problem, and can run 24/7.
I've been out of processor game too long so I can't figure out the numbering anymore.
I'm thinking of getting one for home file server so I can access files via tailgate, maybe I'll look at Dell refurbished. Any suggestions for around $500?

Except that it isn't... and I own the Ultra 9 in question. It's newer & faster architecture at a lower TDP.

Might also look at the Apple Mini M4. It has superior performance and can get at an even cheaper price.

The M4 is a really great SOC design! But you're locked into the unified memory size you buy. And you're locked into Apple world. Many of my friends use Apple machines, then they buy the PC emulator, then they buy a licensed copy of Windows to run the software they need. And they're stuck with the Apple keyboard and one-button mouse. We gave our iMac away- it was a hassle for an old hacker like me. Really beautifully made and designed though.

Have zero interest in ever using Windows again in my life.

My background was internals and did that for years. Wrote three TCP/IP stacks in the 80s. But now I am old and have zero interest in doing anything low level.

I have been playing with Antigravity because it is amazing. and these types of tools are much better supported on MacOS or even GNU/Linux than they are on Windows.
