FYI: Gallon vs quartz is not the same size. Non-murica netizen might think 45qt is a typo and bigger than 40gal. Use the same units if you want to make comparison.

As many others have pointed out, each of the bins in the OP is 12 gallons, or 48 quarts.
Each of the Costco bins is 45 quarts.
