Stores outside? The center hubs would rust pretty bad.
Used outdoors on pavement? Not very long.
Used on dirt? Longer..but the 10s would pancake outdoors. They are very flimsy.

Purchased the color ones earlier this month for 71bucks for 100lb sets. Smells pretty bad still...but it's been pretty solid

I purchased this exact set on the last sale a few weeks ago and they don't smell. Just a slight regular rubber smell but that's normal for any rubber product like the rubber wheel chocks I got from HarborFreight. Very similar faint rubber odor, not strong. They had a very thin coating of oil which I wiped off with a sponge and Dawn soap then I hosed them off in my back yard. They all work great and were only about $0.55/lb. It seems to be luck of the draw as some people get smelly ones, other people get 10 pound weights with deformed and bent hole that won't fit on a bar, some people get plates that are covered in oil, and some people like me get ones that are fine. At this price its worth a shot and just return them for free if they are bad.
