This seems like a very slick deal: a 45-lb kettlebell set for $18.

Keep in mind these are basically plastic with sand in them versus cast iron or similar material. This said, for the price could be worth a shot.

The discussion here sounds like they are really poor quality.

Sub par compared to normal kettlebells, but that being said they are inexpensive and useful. I bought the 40pound set a few years ago to use mostly for lateral shoulder raises and forearm training. They have held up well.

Then why does it say "A thick plastic outer layerand filled with concrete for long-lasting use" on one of their Walmart pictures? Are they false advertising?

It is possible they are filled with concrete, but if I recall from previous research on these, users mentioned sand inside.

If it wasn't filled with sand then I might bite but doesn't seem worth it if this breaks

I don't think anyone was making accusations of false advertising. I personally did not see the line indicating concrete-filled. From one of the reviews, I did see this: "The kettlebells are plastic and my 10lb arrived completely broken at the bottom and beyond repair.Because they are plastic, the weight comes from small stones that fill inside the Kettlebell. When I moved this package into my home, hundreds of tiny stones went everywhere."

If you look at the 5th picture of the product it says it's filled with concrete... Maybe it is a bunch of concrete balls? I was just going off what the picture says on the product page. If it didn't have concrete that would be false advertising.

They work fine for my warm up/rehab work. They smell like vomit out the box though.
