TT strongly pushes Premier and Home & Business but the fact is that TT Deluxe can handle every situation that these more expensive versions can. The only exception that I am aware of is the ability to create W2 and 1099 forms for employees in H&B.
Deluxe has everything for all investment types, everything for owners of rental properties, everything for self-employed (1099-NEC/Schedule C filers), everything for those who do itemized deductions.
The higher versions offer more guidance but Deluxe has all the forms required and will still walk you through all of it.
Note that Turbotax Online is completely different, Deluxe Online is purposely limited forcing more complex returns to use the more expenisve Online versions than Deluxe.

Signed - someone that has filed with SE income for years using Turbotax Deluxe (download), no issues with 1099's or Schedule C
Sounds like you've been tricked by Intuits sleezy advertising that "recommends" H&B for certain taxpayers - the key thing is that Deluxe will do it just fine, they just want to upsell you by making you think you need the higher versions.
Again this is referring to the download version only, the various versions online are completely different and you do need to go higher tier for certain types of income.
Its currently $56 ($55.99, Item 2025102) and the flyer says there will be an $11 to $30 discount starting on 1/19.
$56 - $11 = $45
If you are referring to the current prices and the $48 edition (Item 2025101) that doesn't include one free state then you referring to something completely different than what is being discussed here
