Based on the photos, i'm pretty sure the "one pack" is just the LN1100 base station, and the 2-pack/3-pack includes the satellite nodes.
The LN1100 base station (which can also be used as a satellite node) has repeatedly been on-sale at woot new for $34.99 here https://computers.woot.com/offers...-router-22 -- i've ordered this twice in the last few months, but it looks like it's currently sold out.
