Just purchased another in green last month - the new green jacket has maybe half the down of the older one. it's noticeably thinner.
It is genuine down (not polyester) at least, but the older jacket really knocked it out of the park for the price point.
That said, this is still probably among the best prices on the market for a new jacket with real down filling.

It certainly does. Down has better breathability than synthetic materials.
If this jacket cannot keep you warm in your climate then consider layering. Of course there is a threshold for use; if the temperature gets low enough then this flimsy little thing isn't going to go the distance alone.
