The villains were great actors. I love that Tommy Lee Jones, who is normally a serious actor, absolutely hamming it up and Jim Carey is just being himself.

I agree. Forever is my favorite Batman except that it's overly bizarre at times but by far it outshines Batman & Robin. The Forever soundtrack also gave Seal the leverage to make a lot of albums in the past 30 years. And let's not forget the fantastic U2 track Hold Me Thrill Me. You can see how that led them into making the Mission Impossible theme song that super iconic to this day.
