Certainly depends on brand and metal quality. I have not tried this brand but have had very good results with the versions I have.

They can, but it's never a guaranteed win. Always depends - largely on whether the fastener is seized but also the steel quality of the extractor and the fastener itself.

I've never once been able to remove a screw with this style of extractor - total garbo in my experience. Maybe you just really need to pick your spots: lightly torqued machine screws or something.

If you think about the physics of it, you're drilling a hole this kind of got smooth sides to it, and then you're trying to put this in a extractor in to catch on something in order to spin the screw. I think that an extractor could work, but it needs to be able to drill a shape that gives you something to grip on. I don't think this style is it,
Something more logical would be like a way to cut out a slot instead of drill a hole, create a new head shape for the screw
