"ETL Listed" means a product has passed safety and quality tests by Electrical Testing Laboratories (ETL), a division of Intertek[intertek.com]. This mark, accepted in the U.S. and Canada, shows compliance with North American safety standards (like UL's) and is common on electronics, appliances, and industrial equipment, ensuring they meet requirements for fire, electrical, and other hazards. It signifies independent verification that the product is safe for consumers and code officials.
What ETL Listed means for products:
Safety Assurance:
The product has been independently tested for safety by Intertek.
Standard Compliance:
It meets established safety standards, often those developed by UL (Underwriters Laboratories).
Broad Acceptance:
Recognized by code officials, retailers, and consumers across the U.S. and Canada.
Product Range:
Found on a wide variety of items, including electronics, lighting, HVAC, and power supplies.
ETL vs. UL (Underwriters Laboratories)
Both are Nationally Recognized Testing Laboratories (NRTLs) recognized by OSHA.
ETL: tests to existing standards (like UL's) and offers a faster, often less costly certification process.
UL: creates many of its own standards and is historically very dominant, but ETL is rapidly growing.
For practical purposes, both marks offer similar safety assurances to consumers and inspectors.
And I doubt anything could get certified with outlets like that these days, flush against the opening. They always need a weather-sealed closable cover (dome /bubble) for in-use damp location.

ETL-US would be tested to UL standard. Not clear if the whole fixture is listed or just components. No mention of the ETL listing on the install manual.
