The bigger issue is the compatibility though. If you play a lot of older games, the nvidia card may be a better choice than the ARC card. I wrote a more thorough detail of the compatibility issues in another post that I can share if you need that.
This is the real issue. Performance-wise they might be pretty close, and 8GB of VRAM kinda sucks in this day and age. But none of that matters if you have can't play a game due to compatibility.
I'd love to see Intel become a major player in the gpu market, but it just doesn't seem like the drivers / whatever are quite there yet.

I think in most scenarios the 5060 will have better raw performance, but with XeSS @ 1440p I doubt you will notice a difference. I don't think I would ever personally buy an 8gb card at this point. If you play only/mostly older games the 5060 would be the winner, but if you want to keep playing newer games the b580 might be the better option with VRAM headroom moving forward. But IMO you will be happy with either so just buy whichever fits your build/case better or is the lower price. I have a b580 and it smashes everything except max settings w/ ray tracing. I got a 9070xt in my main rig and moved the b580 to an older rig and most of the time i cannot tell the difference and wonder why I spent an extra $400 on the 9070xt lol. Except for when I am playing games in 4k native on the tv, and the rx 9070 sits @ 14/16gb Vram used, but again with the statre of upscaling it doesnt really matter at this point, your card will find a really good performance spot.
