Do you mean RGB vs RGBIC? RGB is 1 solid color at a time, RGBIC can have a dynamic range of colors.

will this sync with my Roku and backlight my TV per scene? doesn't have to be perfect I just know random Goveee strip lights won't without the Govee camera

Search says No. It will sync with music from your phone and the roku smart home app but does not sync with a TV or even a Roku TV
