At the foundational level, PD is based on fixed power profiles of certain combinations of voltage and amperage. PPS, and AVS, in the latest spec, allow for varying those properties as requested by the devices being charged.
PPS and AVS are both optional features within the PD spec, so companies are free to implement, or not implement, support in their products.
If you don't own, or plan to own, a Samsung or other device that utilizes it, no big deal. They will still work with basic PD, but simply won't charge as quickly.
