you don't, as noted this is for NEW memberships. You have to let your membership lapse, then sign up with a new email/spouse's name, etc.

Tried to create a new account with the new email, but the system did have my old account somehow and asking me renew with full price. Does Sam's club keep track of the payment information as well?

To create new user account, open Sam's club site on the device or with a browser that was not used for Sam's club.
Old accounts out of use for more than a year considered as new users, if not - call club's support, and they'll adjust.

I am a Costco member but I prefer sam's pizza, Im not sure if $20 is worth it just to use their food court...

I'm pretty sure that you can use the food court without a membership. I went with my friend a few weeks ago and they never asked to see his card.

Not sure it is location related or not. In my local area, Sam's food courts only accept order and payment through it's app, so you has to be a member.
